I hate to say this, but it's our fault(I live in the States). Your government seems to mirror every screwed up thing we do. I believe it was made illegal as a reaction to the Great Depression-it was the Mexicans drug of choice-hence authorities could hassle them and drive them out. By now no government is going to admit to 70+ years of hypocrisy and lies. Good video.
